How to throw the easiest New Year’s Eve party ever

Follow these step-by-step instructions and decorating ideas for a super easy festivity that you and your friends can enjoy into the new year.

1. A few days before
Hit the liquor store and grab a cartful of Prosecco — it’s usually more budget-friendly than champagne. (And make sure to remind your friends that the party is BYOB.)

Visit the dollar store and pick up the following: Mason jars, tealight candles, toothpicks, colourful paper, plastic champagne glasses, sparklers, white, gold and silver balloons.

See if you can rent a projector – it’ll be worth it! Then search the linen closet for white flat sheet.

Call a cleaning service to book a post-party clean-up.

2. The day before

Make a big batch of cupcakes. Here are some delicious recipes to try: lemony cupcakes,strawberry and lemon cream cheese cupcakes, salty caramel cupcakes, chocolate cupcakes and vanilla cupcakes. Using the toothpicks and colourful paper, create little flags with 2013 written on them.

Go to the grocery store deli and pick up chips, crackers and a couple trays worth of meats, pickles and cheeses to feed any hungry partiers, plus several large bags of ice.

3. The day of

Pick up the projector. Have the salesperson show you how to hook it up to a laptop, and make sure you have all the cords you need. Tack up your white flat sheet to the wall, and hook up the projector to a laptop with a countdown clock on it. Dim the lights to party levels and you can have your very own large-scale countdown at midnight!

Do a clean-up of the house. Here are some quick and easy tips to get your house party ready!

Put tealight candles in the Mason jars and scatter them about for ambiance.

Blow up all the balloons.

Put out the party snacks.

Fill a few buckets or bowls with ice, place them on the table and chill the bottles of Prosecco in there. (Guests can open a new bottle themselves every time one runs out!)

4. Before midnight

Hand out the sparklers just before midnight so your guests can usher in the new year with some old-fashioned fun!

Once the midnight kisses are complete, bring out the platter of 2013 cupcakes and distribute.

The day after: Do nothing! Your pre-scheduled cleanup service will do it all for you!

How much Canadians spend over the holidays

Holiday spending costs are higher from last year, but the good news is that we`re cutting back in one area: entertainment. Here are five tips to help you have fun for less.

According to Bank of Montreal’s 2012 holiday spending outlook, the average Canadian will be spending approximately $1,610 this holiday – a figure that includes the cost of gifts, travel and entertainment.

The amount is higher than last year – $213 higher to be exact. Not great news considering that Canadians are at record high debt levels, but there’s a silver lining. When you break down the costs, we’re actually cutting back in one area: entertainment. So while we may be spending more on travel and gifts, we’re eating out less and cutting back on all that holiday booze cheer, which can cost you more than you budgeted for.

1. Make your own hostess gifts

2. Host a potluck

Throwing a holiday party? Ask everyone to bring their favourite dish as a fun way to try new foods and share the costs of the meal.

3. Opt for drinks instead of dinner

Skip the expensive dinners out and meet your friends for holiday drinks instead. But beware: don’t indulge too much or you’ll end up spending more on drinks than you planned (and with an unwanted hangover the next day).

4. Organize a skating party

Meet your friends at the local ice rink instead of at a restaurant or bar. Tote some hot chocolate, cookies and enjoy!

5. Stay home

Are you running yourself ragged going from party to party? Then stop and have a night in. Party-going means extra money spent on gifts, wine, and the other things one habitually takes along to parties. Opt out and visit friends in 2013 instead.

Storm to hit Ontario on eve of winter's official start


Ontario residents will be hit with a messy mix of rain and snow, as a low pressure system makes its way across the region.

Environment Canada said the storm will start Thursday afternoon and continue into Friday, the official first day of winter.

Southwestern Ontario can expect the rain to start Thursday, turning into wet snow overnight as temperatures hover above the freezing mark. Wet snow will continue throughout Friday with a couple of centimetres of accumulation expected by evening.


For Toronto, rain and wet flurries will begin Thursday while the temperature will reach a high of 6 C. By Friday precipitations will change to wet snow, with an expected total accumulation of 2 cm.

The traditional snow belt areas near Lake Huron and Georgian Bay can expect heavier snow with possible snow squalls developing Friday night.

For northeastern Ontario, residents can expect a total snow accumulation between 5 cm to 15 cm by Friday night. Areas stretching from Bayfield Inlet into the Ottawa Valley can expect 15 cm or more.

By Saturday windy and cold conditions are forecast for all regions.

The weather agency warns that driving conditions will begin to deteriorate Thursday afternoon.

The Best Times to Eat for Weight Loss

How and when you eat can impact your health—and your weight. Upgrade your eating habits to maximize fat burning and keep hunger at bay

Certainly what we eat has an enormous impact on our health and weight status. But did you know that when and how we eat also make a huge difference? Eating at the appropriate times throughout the day will help to maximize fat burning and keep hunger at bay.

Aim to eat every 3 to 4 hours. Most people eat three meals and one snack, while others may prefer four smaller meals; you're free to find the combination that works best for you. Timing your meals in this way will improve your fat loss by preventing excess insulin, allowing leptin to work its magic on appetite control and metabolism, and by balancing the stress hormone cortisol. You should also enjoy your meals at the same time every day.

Eat within 1 hour of rising. Your mom was also right when she told you breakfast was the most important meal of the day. When you skip breakfast, you lose its stimulating benefits on your metabolic rate. You also become more likely to eat unbalanced meals, more calories, and larger amounts of saturated fat throughout the day. Plenty of research shows that those of us who skip breakfast are actually heavier. Missing out on a healthy morning meal also increases stress hormones.

Never eat within 3 hours of bedtime. Eating too close to bedtime raises your body temperature, increases blood sugar and insulin, prevents the release of melatonin, and cuts down on growth hormone release. All these factors interfere with the quality of your sleep and the natural fat-burning benefits of a good night’s rest. Furthermore, sleep deprivation leads to more cravings and a greater likelihood of overeating the next day.

If you must eat before bed, opt for a light meal or snack that's high in protein and low in carbohydrates and fat, such as a protein shake made with berries and water, salad with grilled chicken, or a shrimp and veggie stir-fry.

Start the day with protein. For better appetite control throughout the day, try combining your starchy carbs at lunch, dinner, or after your workouts rather than at breakfast. Stick to eggs or whey protein smoothies for breakfast and you'll eat less throughout the day.

Always eat within 45 minutes of finishing your workout. This meal or snack is the only one of the day that should not contain much fat and should be higher in carbohydrates. For example, have a smoothie made with juice, fruit, and protein powder, but no flaxseeds or oil.

Never do your weight training on an empty stomach. You will need energy from your foods to perform optimally. You may, however, complete your cardio before eating if your session will be less than 30 minutes.

Focus on your food. Do not eat while you are doing anything else (i.e., watching TV, working, surfing on the computer, etc.). Focus on chewing your food and relaxing while you eat.

Eat protein first. Eat the protein on your plate first to help speed the signal to your brain that you are full.

Drink alcohol last. If you have alcohol or wine, do so after your meal to enhance the hormones involved in appetite control and digestion.

How to Optimize Rooms Before Listing Your Home for Sale

Given that the investment you make in your home is probably the largest financial commitment you have ever made, it stands to reason that when looking to sell your home, the proceeds received will also be the largest amount of money that you will be handling.

Consequently, it is logical that you should optimize the amount of money you walk away with when selling your home. This can be achieved by using a little commonsense and perhaps investing a little so as to return a lot.

Lighting

When it comes to optimizing rooms before listing your home for sale, a little light goes a long way. When people enter a dark, drab house it is an immediate turnoff, so, unless you want to market your house to vampires, ensure your house has plenty of natural light.

Consequently, if you have neglected to clean your windows, do so. You would be surprised how built-up dust and grime on windows actually blocks natural light. Similarly, if you have curtains that could do with a wash, now is the time to get to it!

Painting

Similarly, a coat of paint in a light, neutral color can optimize a room and make it seem bigger and more airy. You don’t have to invest in having the whole house re-painted; the living room, kitchen, and master bedroom should be sufficient.

Reflections

Even if your home is not big, a strategically placed mirror can give the impression of a sizable area and optimize a room. Believe it or not, a mirror that is strategically placed at the entrance of your home can give an illusion that the area is larger than it appears.

Immaculate

Don’t even think of listing your home until it is tidy. It is one thing to show your house as a home but people consider their mess homey, not yours. A home is not at its best when it’s loaded full of removal boxes. It doesn’t leave potential buyers with a good impression and there is no way a house can look neat and tidy when full of boxes, even if they are all stacked up nicely in one room.

Unless you want to remove the boxes from your home and place them in temporary storage, a relatively cheap and effective solution is storage sheds. You can purchase a storage shed for the backyard. They are inexpensive and easy to assemble and all your boxes can be moved to the shed – out of sight, out of mind, into a deal for your home sale.

Anyone Shopping At A Store In The Next Few Weeks? ;) This Tip Will Save You Money!

A good friend of mine just told me about the Scanner Price Accuracy Voluntary Code this morning. I had never hear of this, however we've all been victim to it. How many times have you shopped somewhere and had the wrong price come up at the cash register? Did you know if that item is under $10, it is yours for free? If it is over $10, you are entitled to a $10 discount.
Take a read at the policy below. All retailers must abide by this. This will surely save you some money in the future. Please share this with your friends and family. Thank you Randy for bringing this to my attention!!

The Competition Bureau has endorsed the Scanner Price Accuracy Voluntary Code, which evolved from the collaborative efforts of the Retail Council of Canada, the Canadian Association of Chain Drug Stores, the Canadian Federation of Independent Grocers and the Canadian Council of Grocery Distributors. These associations are composed of national, regional and local retailers selling a wide assortment of general merchandise, as well as pharmaceutical and food products.

This Code, implemented in June 2002, applies to all scanned Universal Product Code (UPC), bar coded, and/or Price Look Up (PLU) merchandise sold in all participating stores, with the exception of goods such as prescription drugs which are not easily accessible to the public and price-ticketed items.

Purpose of the Code

The purpose of the Code is to:

Visibly demonstrate retailer commitment to scanner price accuracy;
Provide retailers with a consistent national framework for dealing with scanner price accuracy issues; and
Provide the retail industry with a mechanism for consumer redress in scanner price accuracy cases, to be managed by a Scanner Price Accuracy Committee.
Key Features of the Code

The Item Free Scanner Policy – The Retailers' Promise of Price Accuracy.

If the scanned price of a non-price ticketed item is higher than the shelf price or any other displayed price, the customer is entitled to receive the item free, up to a $10 maximum. When the item has a price tagged, the lowest price applies. When identical items are incorrectly priced, the second one will be sold at the correct price.

What does the Code cover?

The Code covers all scanned merchandise at participating retail outlets where this sign is displayed at the store entrance or checkout.

Scanning Code of Practice

If the scanned price of a non-price item is higher than the shelf price or any other displayed price, the customer is entitled to receive the first item free, up to a $10 maximum. If a Code of Practice problem cannot be resolved at the store level, please call 1-866-499-4599 to register your complaint.

What is a non-price ticketed item?

A non-price ticketed item is any bar coded merchandise that does not have a price affixed to the merchandise.

What happens if two or more identical non-price ticketed items are incorrectly scanned?

Customers are entitled to the first item free (up to a maximum of $10) and the subsequent item(s) at the correct price.

How can I claim my refund?

Cashiers are authorized to implement the Item Free Scanner Policy.

If you are not satisfied with the cashier's decision, you may speak to the store manager or supervisor.

If you are still dissatisfied with the outcome, you may register a complaint with the Scanner Price Accuracy Committee, by calling 1-866-499-4599 (toll free).

The GTA Centre In Markham - What Is It's Highest and Best Use?

There's been a lot of talk about the proposed GTA Centre and it's 20,000 seat capacity. Although it's advertised use as an NHL Arena may be misleading, an arena complex is what Markham desperately needs. With that in mind, what is the highest and best use for this facility? Certainly not an NHL sized arena that may or may not sell out a handful of times during the course of a year. Everyone knows deep down inside that it is far fetched to think the NHL will grant Markham a team, at least not in the near future.

As a die-hard Leafs and Marlies Fan, and a strong supporter of boys' and girls' hockey teams in Markham and Stouffville, a state-of-the-art hockey facility is something I would fight hard to support. I recently had the privilege of visiting the Sensplex in Kanata, Ontario. THIS is what Markham needs. It would occupy the same footprint as the mega-arena would. We could have two regulation sized hockey rinks, one dedicated figure skating rink which could house the Unionville or Markham Skating clubs, and an Olympic Sized rink. The facility could also house a mixed-use court for badminton/tennis/soccer or anything else that would enhance it's value. The second floor would feature a restaurant/bar which overlooked all the arenas, to allow parents/fans to watch the games while enjoying a quick meal or drink. There could also be retail space inside the facility for pro shops, and possibly stalls for local small businesses to rent during weekends or tournaments.

With the possibility of selling out 20,000 seats each week being slim to none, a facility like this could have one of the rinks seat 5,000 - 7,500 spectators. This would be a slightly upscale rink that could be used for concerts and events and possibly be the new home for a Markham OHL team, the Waxers or possibly an ECHL team that would support the Toronto Marlies.

The Markham Minor Hockey Association is the largest minor hockey association around the world. There is a shortage of ice team for the boys, and even more so for girls hockey. A facility like that suggested above is exactly what Markham requires. This would be a phenomenal hockey tournament venue that would allow Markham to showcase itself to out-of-town visitors every week.

From a financing standpoint, this would be a much easier sell to city council as well as residents. Each rink would allow for corporate sponsorship, thereby reducing any hit to Markham residents through tax hikes. Remington or Bauer Performance Sports could be the title sponsor for the entire facility since they play a key role in developing this centre. Retail space would be leased and would be an amazing draw for major chains/retailers. Being a multi-purpose facility, there would be something happening every day rather than being a 20,000 seat, glorified concert facility that could sell out once a month maximum.

I've hear the "Build It And They Will Come" argument and we've all seen how well that worked for Hamilton with Copps Coliseum. Practical, and cost-effective usage must be top of mind. The amount of reciprocal business this facility could generate for surrounding businesses is quite intriguing.
This idea will fly and will do more for the City than a vacant arena that will be sold off to Rogers or Bell for a fraction of the cost in 10 years leaving tax payers to foot the bill.

A multi-use facility will also allow Markham to participate in any type of Winter Games, should they come to Toronto. This facility would go along way in any GTA bid for winter games and help to put Markham on the map, similar to Markham's participation in the upcoming Pan Am Games. Let's hope the developers step up and make this happen. City Council and Markham residents will surely agree this would be sustainable in the long term as well as fill a dire need in the community.

Space-saving tips for homeowners

Whether you own a country home or a one-bedroom flat, there's somehow never enough space to go around.

We won't like to admit it, but everyone's sentimental in some little way. Certain objects represent memories of times past; old magazines, for example, might offer a snapshot of teenage interests in the 1990s or notable happenings that have since vanished from memory. Such unused clutter then builds up over time and creates a significant dent in your cupboard, shelf or even floor space.  

The best way to retain some of your valuable household yardage would be to throw away these items, but that's a decision you cannot erase. It'll only be a matter of time before your children wish to play with an old board game or their pogo stick. Then what?

The other option would be to invest in sizeable containers to store some of your household possessions. However, your space-saving solutions needn't compromise the stylistic aspects of your house. It's about being smart with your clearing by subtly blending everything into the scenery. Here are a few ways of winning back your rooms.  

Consider style

Plastic containers are great for storing away numerous medium-sized objects, but they're best left under the stairs or in the loft. The reason being that paintings, souvenirs and any artefacts that add stylistic qualities to your room are likely to be counter-balanced by these large toy chests.

In this case, particularly when performing a clean sweep of your lounge or dining room, you might be best off with a few woven baskets or glass containers to clear the deck. These double as objects of art and can be stored at the side of a chair, or elsewhere out of the way.

Garden? No problem

Problems with space in the garden are easily solved, thankfully not through a bulky garden shed. The way around maximising space in your garden is to invest in a container for its size and not for its primary function.  

For instance, bike storage sheds are perfect for stashing away your garden goods given their dimensions and shielding properties. The metal casing protects any BBQs, tool boxes or sporting goods, along with any bicycles that only come out with the sunshine. Allocate

It's always wise to look out for vacant pockets of space when switching some of your possessions elsewhere. Every home will have a few oddly-shaped areas which are used to a lesser extent than, for example, your bedroom floor. Buy Multi-Functional

To maximise space on your floor or work surfaces, it might seem a little contradictory to be adding furniture. However, your new antique trunk could also double up as a coffee table. For all our friends and family's south of the border: Tips For A Healthy Thanksgiving

The holiday season is here! My favorite time of the year, and same for most people. It's a time that you get to usually have time off of work and spend cozy days with your family. Whether we like to admit it or not, we get a little lazy during this time, and we also love it because we get to eat all kinds of yummy foods that we don't usually eat throughout the rest of the year.

But unfortunately, that yummy food usually comes with lots of unwanted, unhealthy calories. My favorite happens to be my grandmother's "Southern Sweet Potato Pie" with whipped cream to top it off. It's definitely not the healthiest thing to eat, but it sure does taste great!

I'm a professional fitness trainer, but nowhere near perfect. I come from the South, where the food is covered in unhealthy yumminess -- some butter here, some sugar there -- so discipline is key for me during the holiday season with my family. It's okay to have a little taste, but you can't go overboard.

Usually, people also forget that they have to go back to reality after the holiday season is over -- and you don't want to go back sluggish with the extra unwanted pounds, so you come up with a New Year's resolution to get in shape. I have a solution for that! Don't overindulge in all of the tasty treats lined up on the buffet table in the dining room. Try making a healthier version of your favorite holiday dishes. For example, instead of adding a whole stick of butter to your favorite cake or pie, downsize the amount of butter in order to decrease cholesterol.

Another word of advice would be to stay active and disciplined through out the holidays so you don't have to feel guilty about your holiday season. Also, find fun things to do with your family that don't require you to sit around. Be active!

My absolute favorite activity to do with my family is to move! I get everyone together in the living room -- from my mother and sister, to my younger brothers, all the way to my grandmother, aunts and uncles -- I turn off the TV, turn on the music, and we dance the calories off together as a family! Not only is it fun, but it also brings everyone closer and helps everyone stay fit in a fun way without feeling like it's torture. It's is an awesome way to stay in shape and keep everybody in motion. You sweat and work muscles that you didn't even know you had!

I would dance for 15 to 20 minutes verses running on a treadmill for an hour any day. You have such a blast that you forget you are burning calories and toning muscles all at the same time. And everyone else forgets they are working out, too! Dancing is also very contagious, so make sure to come in close contact with everyone in the house -- before you know it, your family members go back home and they tell their friends and co workers about how much they enjoy it, then the words spreads and everyone is dancing toward a more fit lifestyle. What better gift to give during the holiday season!

How to check your credit report

Everyone who's ever borrowed money to buy a car or a house or applied for a credit card or any other personal loan has a credit file.

Because we love to borrow money, that means almost every adult Canadian has a credit file. More than 21 million of us have credit reports. And most of us have no idea what's in them.

Are there mistakes? Have you been denied credit and don't know why? Is someone trying to steal your identity? A simple check of your credit report will probably answer all those questions. And it's free for the asking.

So what's in a credit report?

You may be surprised by the amount of personal financial data in your credit report. It contains information about every loan you've taken out in the last six years — whether you regularly pay on time, how much you owe, what your credit limit is on each account and a list of authorized credit grantors who have accessed your file.

Each of the accounts includes a notation that includes a letter and a number. The letter "R" refers to a revolving debt, while the letter "I" stands for an instalment account. The numbers go from 0 (too new to rate) to 9 (bad debt or placed for collection or bankruptcy.) For a revolving account, an R1 rating is the notation to have. That means you pay your bills within 30 days, or "as agreed."

Any company that's thinking of granting you credit or providing you with a service that involves you receiving something before you pay for it (like phone service or a rental apartment) can get a copy of your credit report. Needless to say, they want to see lots of "Paid as agreed" notations in your file. And your credit report has a long history. Credit information (good and bad) remains on file for at least six years.

What's a credit score? And why is it so important?

A credit rating or score (also called a Beacon or a FICO score) is not part of a regular credit report. Basically, it's a mathematical formula that translates the data in the credit report into a three-digit number that lenders use to make credit decisions.

The numbers go from 300 to 900. The higher the number, the better. For example, a number of 750 to 799 is shared by 27 per cent of the population. Statistics show that only two per cent of the borrowers in this category will default on a loan or go bankrupt in the next two years. That means that anyone with this score is very likely to get that loan or mortgage they've applied for.

What are the cutoff points? TransUnion says someone with a credit score below 650 may have trouble receiving new credit. Some mortgage lenders will want to see a minimum score of 680 to get the best interest rate.

The exact formula bureaus use to calculate credit scores is secret. Paying bills on time is clearly the key factor. But because lenders don't make any money off you if you pay your bills in full each month, people who carry a balance month-to-month (but who pay their minimum monthly balances on time) can be given a higher score than people who pay their amount due in full.

This isn't too surprising when you realize that credit bureaus are primarily funded by banks, lenders, and businesses, not by consumers.

How can I get a copy of my credit report and credit score?

You can ask for a free copy of your credit file by mail. There are two national credit bureaus in Canada: Equifax Canada and TransUnion Canada. You should check with both bureaus.

Complete details on how to order credit reports are available online. Basically, you have to send in photocopies of two pieces of identification, along with some basic background information. The reports will come back in two to three weeks.

The "free-report-by-mail" links are not prominently displayed — the credit bureaus are anxious to sell you instant access to your report and credit score online.

For TransUnion, the instructions to get a free credit report by mail are availablehere. For Equifax, the instructions are here.

If you can't wait for a free report by mail, you can always get an instant credit report online. TransUnion charges $14.95. Equifax's rate is $15.50.

To get your all-important credit score, you'll have to spend a bit more. Both Equifax and TransUnion offer consumers real-time online access to their credit score (your credit report is also included). Equifax charges $23.95, while TransUnion's fee is $22.90. There is no free service to access your credit score.

You can always try asking the lender you're trying to do business with, but they're not supposed to give credit score information to you.

What if I find an error in my credit report?

Well, you won't be the first. In millions of files and hundreds of millions of reported entries, there are bound to be mistakes. Some are minor data-entry errors. Others are damaging whoppers. For example, we've heard of instances where negative credit files from one person got posted to the file of someone who had a similar name (the "close enough" school of credit reporting).

Some credit bureau watchers estimate that there are errors in 10 to 33 per cent of credit files. Some of those mistakes can be serious enough to hurt your credit status. That hit to your credit score can result in a denied loan or a higher interest rate. Across Canada, provincial consumer agencies collectively get hundreds of complaints annually about credit bureaus.

If you find something if your file that you dispute, you can write the credit agency in question and tell them you think there's an error. The credit reporting agency usually sends along the form you need when it sends you the credit report. Use it to spell out the details of any information you dispute. The dispute forms are online, too. You can access the Equifax form here. And here's how to dispute something in a TransUnion report.

Be sure to send along any documents that support your version of the matter in dispute. The reporting agency then contacts whoever submitted the information you're disputing.

If the file is changed, you will be sent a copy of your new report and any company that's requested your credit file in the previous two months will also be sent the corrected file.

If the item is not changed to your satisfaction, you have the right to add a brief statement to your credit file with your side of the story. You can also ask to have your credit file, along with your comment on the disputed entry, sent to any company that has requested your credit report in the previous two months.

You can also file a complaint with your provincial consumer agency.

What are credit monitoring services?

If you spot entries in your credit report that don't seem to relate to you (such as charge accounts you never opened or bad debt notations you never got), you may be a victim of the rapidly-growing crime of identity theft. You should notify the credit reporting company immediately.

There are companies that will take the effort of checking your credit report off your hands — for a price. The credit reporting bureaus are, not surprisingly, very active in this area. At TransUnion, their credit monitoring service costs $14.95 a month and includes unlimited access to your credit profile and credit score. At Equifax, credit monitoring and identity theft protection starts at $16.95 a month.

There are several other companies offering similar services for similar prices. They usually include features like e-mail alerts when there's a change to your credit report.

It's a personal decision whether you feel these services are worth the money. The bottom line is you can always check your credit report for free by mail. Or, you can pay to get it online whenever you want. People who have been the victims of identity theft or people who are worried that they may be susceptible to ID theft may consider the expense worthwhile.

Should I pay to use a credit repair service?

Industry Canada says there's no point in hiring a company that claims it can improve your credit rating. Firms that say they can "fix" a bad credit report are often little more than fly-by-night operations designed to relieve you of hundreds of dollars in return for nothing.

There's no way a credit repair clinic can change accurate information that doesn't reflect well on you. The only thing they can fix on your behalf is an inaccuracy in your credit file. And you can do that yourself free of charge.

Christine Lagarde, IMF Chief: Canada Should Be Economic Model For The World

TORONTO - The head of the International Monetary Fund says measures taken to protect Canada's economy should be a model for countries trying to fix their financial systems.

Christine Lagarde said Thursday that Canada has been a leader in creating policies intended to rein in the build-up of household debt.

"Abroad, Canada is identified by its values of co-ordination and consensus building, which have given your country influence beyond its years," she said.

"Building a safe and stable financial system is in the best interests of the global community, but it also serves the self-interest of nations," she added.

Lagarde made the comments at a dinner held in Toronto by the Canada International Council — an organization created to promote Canada's position on the world market.

She pointed to the decision by Finance Minister Jim Flaherty to boost down payments on new mortgages for homebuyers as an example of restraint that others should follow.

"All of these new reforms comprise the tools so far that will help us shape the future financial system," she said.

"We must shape the system so it cannot again hold us ransom to the consequences of its failings."

Lagarde's speech focused on global financial reforms that while "heading in the right direction," still haven't delivered the safer financial system they were designed to create.

"Some financial systems are still under distress and crisis-fighting efforts are inadvertently impeding reforms," Legarde said.

She singled out Basel III requirements as one of the financial reforms that had "generous implementation timetables," that have been in development since 2010.

Under the proposed Basel III rules, a bank's required capital levels must meet certain requirements, amongst other standards. The intention of the rules is to set a standard on key measures of a bank's health and its ability to endure future economic downturns.

"There are many vested interests working against change and pushback is intensifying," Legarde said.

"It is interesting how some banks say the new regulations will be too burdensome, but then spend hundreds of millions of dollars lobbying to kill them."

Canadian banks have been proactive in reinforcing their balance sheets to meet the Basel III requirements ahead of schedule, and are widely considered a model for international banks because they weathered the global recession better than others.

"Most countries have committed to adopt some or all of the new regulations, and some have moved further ahead with their own national policies," Lagarde said.

"The challenge now is to proceed to the end of the reform path all together."
